This stage turns findings into paper that can be acted on: defined work, the applications it requires, and a permit in hand before crews mobilize. Most of the delay on a facade job happens here, not on the wall.
The conditions recorded on the building become written work: what is being repaired, to what extent, in what order, and what has to be in place before it can begin. A scope at this level is what makes a filing reviewable and a price comparable.
Department of Buildings work is filed electronically. Job filings run through DOB NOW: Build, and facade compliance reports through DOB NOW: Safety.
A permit is required before a sidewalk shed is erected, or a supported scaffold over 40 feet. Those filings are made in DOB NOW: Build.
Some jobs additionally require a site safety plan, and the protection filings that go with the access. That is covered under access and site safety.
Work in the street or on the sidewalk can bring in the Department of Transportation, and other agencies where the site requires it.
It is worth being exact about this. The design professional of record prepares and signs the drawings and the application. The Department of Buildings reviews the filing and issues the permit; nobody else can. What we do is the expediting around it - assembling what the filing needs, tracking it, answering objections and keeping it moving - and then building the work the permit covers.
